A drug precursor - a substance that is legally used but which is often used for the illicit manufacture of drugs. For example: potassium permanganate is used for the illicit production of cocaine, and acetic anhydride for the production of heroin.
The Act on counteracting drug addiction in art. 61 for the manufacture, processing, purchase, sale, transport, possession of a precursor in the intention of producing narcotic drugs or other psychoactive substances can result in imprisonment and a fine. For such actions without the intention or disregard of the provisions on turnover and application, a fine may be imposed (Articles 66 and 67).
