The fountain was built in 1855 in connection with the construction of the first water supply network in the city. The fountain consists of a large platter, cast of cast iron in the Government Machin Factory in Solec, and a bowl with reliefs in the form of heads. The whole thing stands in two stone tubs, the outer of which is slightly lower, and on its edge there are four zinc dolphins throwing water towards the center of the fountain.
