There is a big storm in the city and a large amount of water is falling. The man on the bike doesn't seem to be too affected, he continues pedaling. By the way, he has a great resemblance to Vincent van Gogh, he carries his hat and his sunflowers in the basket. He has every appearance of being him, incognito :-)
